Affirmative Sentencing: The Native Discount

The 1996 Royal Commission on Aboriginal People discovered that native people were 11 times their share of the population in provincial prisons, and five times over-represented in federal prisons. That could be, perhaps, because aboriginals commit a disproportionate number of crimes. During one of their interminable "amendments" to the Criminal Code, the Liberals snuck a few little words into clause 718.2(e): "All available sanctions other than imprisonment that are reasonable in the circumstances should be considered for all offenders ... with particular attention to aboriginal offenders." (Globe and Mail, January 16, 1999) When Deanna Emard, 28, (Metis) started an argument with her common-law husband of nine years, Wilfred Shorson, [a Haida] it turned into a drunken brawl. She stabbed him with a butcher knife because he "smashed his fist into a wall and kicked in the bedroom door. He did not strike his common-law wife. He had never in all their time together. ... Neither [of them] had been hauled off to a residential school, or suffered any physical or sexual abuse." (Globe and Mail, January 15, 1999) Mr. Justice Paul Williamson nevertheless told the crowded courtroom: "She had led a very unhappy life. I take this background into account in sentencing."

Most people who appear in the dock are there because of unhappy lives, but this is race-based "justice" after all. Ms. Emard will serve a sentence of two years less a day in the community. Ontario has enjoyed a "aboriginal diversion program" for years. This, with section 718, should make for quality entertainment when two extremely high-profile cases come before the courts. "Francis Carl Roy, a native Canadian from Manitoulin Island, goes to trial next month for the first-degree murder of Alison Parrott. Barbara Cece, an aboriginal from northern Manitoba, is one of two women facing second-degree murder charges in the death of Toronto Const. Bill Hancox." (Toronto Sun, January 21, 1999) On January 15, Alberta Judge John Reilly handed "John Poucette, 20, a one-year sentence in the stabbing death of Larry Labelle. ... [Referring to Section 718] spokesman Peter Manywounds of the Tsuu T'ina reserve commented ... that he thinks this law does help natives who are trying to break free from the courts and prison system." (Toronto Sun, January 23, 1999) Unfortunately, it doesn't do nearly as much for people trying to break free of the cemetery.

Native concessions are coming so thick and fast that there's hardly time to celebrate before the next bill arrives. The feds kicked off the new year with a high-profile mercy mission from Canada's aboriginal people to Russia's aboriginal people. "The Canadian government spent about $400,000 on a project taking 14 tonnes of relief supplies to three villages in the remote Chukotka region of north-eastern Siberia. ... Some federal officials are privately criticizing the high cost of the relief program, which they believe is partly due to political interests behind it. ... The value of the delivered supplies was barely $30,000. More than 90 per cent of the budget was spent on other expenses. ... "The Inuit Circumpolar Conference, which represents about 125,000 Inuit in Arctic regions from Chukotka to Greenland, has pushed for the Canadian food aid by emphasizing that the Siberian aboriginal people are ethnic cousins of Canada's Inuit." (Globe and Mail, January 18, 1999) Ethnic cousins of other Canadians are presumably free to starve where they drop.

Copps on the Rampage

Parliament's little stevedore is at it again. For sheer foot-in-mouthism, the incomparable Sheila Copps rivals only Papa-Jean himself. In a country fatally wounded by infusions of cultures, creeds and cults of the most outlandish description, how especially comforting to know that La Copps squats atop her wonderfully mis-named Heritage Department to train formidable cerebral powers on that single, that solitary, "threat" to Canadian cultural sovereignty -- Americans (a people once virtually indistinguishable from us). Now that NAFTA has succeeded in robbing us of jobs, La Copps wants to slap hefty fees on any (American) diversions we may find to fill our very many "leisure" moments. That this fee will doubtless be earmarked for that minority/Gay/Francophone/special interest money pit known as the Canadian film industry ought not to prevent us from cheerfully shelling out. After all, what are we here for?

In an article ostensibly slamming La Copps latest mortification, Lionel Chetwynd (in Los Angeles) comes out swinging for the home team. Sadly, one has lost sight of his argument by the end of the first paralysing paragraph. He opens by describing the swirling colour, energy and movement of a Cossack dance troupe, a people, he confides, "whose accomplishments include the crucifixion of my great-grandfather on the door of his shtetl hovel during a pogrom." (National Post, December 23, 1998) Thank you Lionel, for sharing that morsel of diversity with us. A very Merry Christmas to you too.

Chinese Sexual Imbalance -- A Security Threat

Where do 111-million sexually unsatisfied Chinese men, with no prospect for a mate, go? This is a very good question and one both Red China's neighbours and potential invasion targets, like North America, ought to be asking themselves. Is anyone listening over at CSIS or are they still too busy chasing the Nazis who never were?

"China's sex imbalance is worsening, with research revealing the male-female ratio has hit 120-100, the Business Weekly reported yesterday. The figures from the Chinese Academy of Social Sciences in Beijing indicate that one in six males -- 111 million people, more than the population of Mexico -- will not be able to find a wife. A traditional bias in favour of male offspring has taken a harsh toll when combined with the one-child policy, which Beijing introduced in the early 1980s in order to slow down the population explosion. Overseas women's groups say couples' desperation for their only child to be a boy has led to a huge surge in female infanticide. On January 1, Shandong became the latest in a series of provinces to ban ultra-sound scanning to prevent mothers from aborting foetuses identified as female. In addition to a sharp acceleration in the province's sex imbalance, unsafe abortions -- sometimes as late as the fifth or sixth month of pregnancy -- prompted officials to take action, the Qilu Evening Post said." (South China Morning Post, January 8, 1999)

Treaties 'R' Us

Politicians in Victoria must be asking themselves exactly how much they have to spend on an ad campaign before the people of B.C. show a little gratitude? "An overwhelming majority of people who voted in a private plebiscite on the Nisga'a treaty opposed the deal. Just under

97 per cent of the 7,252 people who voted said they don't want their MLAs to support the treaty 'as it now stands'. Only 2.5 per cent said their MLAs should support the deal. ... [NDP MLA Paul Ramsey] dismissed the results, and Nisga'a Chief Joe Gosnell said the vote won't change anything." (Vancouver Province, January 18, 1999)

Majority Strategy for Dealing With Our Dispossession

"Ontario's legislature has unanimously passed third and final reading of Bill 66, the Holocaust Memorial Day -- Yom Hashoah Act. ... The bill will establish Ontario as the first jurisdiction in North America to have an official day on which to commemorate the Holocaust. The day will take place on Yom Hashoah, in accordance with the Jewish calendar. The bill was introduced earlier this year by Ted Chudleigh, the Tory MPP for Halton North. It is also expected to enhance Holocaust education and awareness in Ontario." (The Canadian Jewish News, December 17, 1998) This, for any still needing convincing, is stark evidence that the Canadian body politic is sick unto death with minorityitis -- the disease, whereby poltroonish politicians cater to minorities at the expense of the Majority. From the very beginning, C-FAR has offered a simple moral standard for political behaviour, whether the issue is foreign aid handouts, massive immigration, multicult, or anything else. That standard or rule of behaviour is put Canada and Canadians first! Now, honest men and women may differ on the applications of this principle in any given circumstance, but as a moral and policy guideline it would make for a much healthier country.

Why should the Province of Ontario, whose population is less than 2 per cent Jewish declare a day to commemorate the sufferings of one minority, none of whom were then Canadian citizens, in a foreign land, under circumstances over which Canada had no control? No one wishes to deny any group the right to commemorate its history or sufferings. However, putting Canada and Canadians first would require politicians to focus on what unites us. Declare a day to celebrate something in our history; for instance, Sir John A. Macdonald Day! To add insult to injur, the semi-rural riding represented by Ted Chudleigh has probably fewer Jewish residents than Vietnamese. One can hardly imagine talk at the local donut shop centring on the urgency for a holocaust day. Yet, significantly, not a single politician had the courage to vote for the national interest. The reason is clear: the way minority politics is played in these degenerate times, any politician plucky enough to object would risk being labelled an anti-Semite, a crypto-Zundelite, etc.

Make no mistake about it: the Canadian Majority is losing their country. Just a decade ago, the current campaign against Christmas would have been unimaginable. Today, even conservative politicians would rather write a four letter word on a card than wish you Merry Christmas. What's to be done? Until Canada's Majority undergoes a moral revival and will accept nothing less than a Canada First policy and until political leadership emerges dedicated to Canada and Canadians First, the Majority must learn to play minority politics for sheer survival. So, it's Holocaust Memorial Day for one minority. Then, other groups must be equally demanding: a day to commemorate those who died in the potato famine; a day to commemorate the incineration or holocaust at Dresden, where over a half a million civilians died; a day to commemorate the cruelty of the Highland clearances. In lobbying for such recognition, we must remember to adopt minority tactics. No diffident Canadian ways. No compromise. If you won't proclaim our day, you must be some sort of racist. I'll bet you really have a hidden hatred for Irishmen or (fill in the blanks.) The Jewish Holocaust as part of the school curriculum? Then, what about the Ukrainian famine, the mass expulsion, starvation and murder of ethnic Germans [Volksdeutsche] from 1944-1950; the massacre by Stalin of the Polish officer elite, over 16,000, at Katyn, etc. Finally, what about our history. Ask a student how many Jews it's said died in WW II. He'll likely know. Ask how many Canadian soldiers died in WW II. He'll likely not know that it was over 60,000. Christians Under the Gun Around the World

How extensive is persecution of Christians, in a world (so we are told) that would be peaceable but for our dangerous, racist presence? In the great spirit of non-Christian tolerance, "police in the eastern state of Orissa said yesterday that about 100 supporters of a right-wing Hindu group poured gasoline over the jeep where [missionary] Graham Staines, 58, and his two sons, Philip, 10, and Timothy, 8, slept after a village prayer Saturday. Chanting slogans, the mob lit the vehicle, incinerating father and sons. Police said Mr. Staines, who had been in India for 30 years working with poor tribes and leper colonies, tried to push his way out but the fanatics jammed the doors and beat up villagers who tried to help him." (National Post, January 25, 1999) Less than two weeks later, a Catholic nun was raped in the same state. "Sanjiv Chandra Hota, home secretary of the Orissa state, said the nun was raped on Wednesday after she was offered a ride in a taxi by two men who were dressed as women." (National Post, February 6, 1999) "India's Christians [established since A.D. 52] are not alone in experiencing a great upsurge of intolerance and violence.

In China and Vietnam, persecution is ideologically driven; but from Pakistan to Nepal and Indonesia, Asian Christians are under assault as they have not been in living memory. ... In Pakistan, ... justice for Christians is now virtually non-existent and police have deliberately exposed Christians to danger in some areas by ordering them to identify their houses with crosses. ... In India, ... it has more to do with caste; 60 per cent of Christians are Untouchables, and a further 15 to 20 per cent are Adivasis, remnants of India's downtrodden aboriginal tribes. ... In Indonesia ... the situation is more complex because many are also Chinese." (London Times, January 26, 1999) That's funny, because until recently the media declined to mention the religious angle. "The new attacks are taking on a dangerous religious character. ... Last week, pictures of the former Iranian revolutionary leader Ayatollah Khomeini began to appear in street demonstrations. ... There was no stopping the Muslims of Pembangunan on Sunday Nov. 22. By the end of the day, six Christians had been hunted down, and the alleyways of the subdivision were spattered with blood." (Time, December 7, 1998) "Muslim attackers slaughtered 40 Christian villagers in religious rioting last week in eastern Indonesia, a Catholic priest said yesterday. ... Baileo, a non-governmental organization, has said the total number of people killed could be more than 100." (South China Morning Post, January 27, 1999) "More than 1,000 people fled an attack on Christian villages. ... Several women spoke of a pregnant woman hacked to death by attackers who cut her belly open, took out the baby, and impaled it on a stick." (National Post, January 27, 1999)

At a McGill University moot-court, Madam Justice Rosalie Abella of the Ontario Court of Appeal asked, "Why hasn't the Holocaust, the single most outrageous crime in civilized history, created a desperate, unquenchable thirst for enforceable international norms that make human-rights abuses intolerable anytime and anywhere they occur?" (Globe and Mail, January 29, 1999) Yet, "an estimated 5,000 ultra-Orthodox Jews demonstrated in Jerusalem yesterday for the release of three men jailed for an attack on the home of Christian women accused of proselytizing in their neighbourhood!" (Globe and Mail, January 29, 1999)

20th Century Disease Hits Quebec Hard

When Jacques Parizeau attributed the 1995 Quebec referndum defeat to the ethnic vote, media and/or federal outrage [as if there's ever a difference] was swift and strident. According to the Bureau de la Statistique du Quebec, with 35 abortions for every 100 live births, the province achieved a China-like birth rate "of 1.5 children per woman of childbearing age in 1997. ... Compare that to the mighty fecundity of Quebec women in the 1950s when they were delivering an average 3.9 babies. ... According to birth records from the year 1996, the most common surname on the island of Montreal was Nguyen, of Vietnamese origin. The 96 baby Nguyens surpassed -- dethroned, as a La Presse headline put it -- the mighty Roys (60), Tremblays and Gagnons (50 each). Runner up to Nguyen, by the way, was Patel, of East Indian vintage, scoring 79 babies in 1996. On the island, which has a quarter of Quebec's population, non-European names now dominate the birth statistics." (Toronto Sun, February 5, 1999) Parizeau badly misjudged federalist "replacement politics" priorities. The sin is not that this equation is playing out over and over again across the nation -- the sin is in noticing
